There is no doubt that Cyberpunk 2077 will be a massive game and one thing I personally enjoy when finishing a game I love is start again in New Game Plus as this feature just offers so much replayability and challenge. CD Projekt Red did add this feature to The Witcher 3 and since their next game is absolutely massive as well, Cyberpunk 2077 New Game Plus could very likely be a thing.
Cyberpunk 2077 will give the player a lot of freedom of choice and it is also the biggest game CD Projekt Red has ever created, with deep RPG mechanics. Therefore, it just makes sense that the game will get a New Game Plus, but the developer has not officially confirmed the feature yet, nor if it will come with the game’s release or with a free DLC after release.
However, Reddit user CaptainGJB asked the game’s lead quest designer, Paweł Sasko, via a Twitter direct message, if it will be possible to have a character with all stats and abilities maxed out. Mr Sasko replied, explaining that:

So it may change in time, as we are looking for the best formula for the game. Most likely, it won’t be possible to max out everything on one playthrough, as it would have little sense to have a game that is about replayability and choices, while in the same time allow the players to max out all the stats on the first run. The mention of one playthrough and the hint that you will be able to build a character’s stats via multiple runs does sound like a New Game Plus mode and although not officially confirmed, this gives me high hopes that the game will get this feature, either at release or a relatively short while afterwards.
