The first iOS 13 beta release required you to do a complete restore of your device in order to install the IPSW but that has now changed. Apple has released iOS 13 Beta 2 and with it an over-the-air iOS 13 Beta Profile config file that you can install on any device without needing a PC or Mac to do a fresh install.
So how do you install iOS 13 Beta 2? Well, it is pretty simple but warned. This software is still in beta so it is buggy as all hell and you might have issues with it working across a few of your devices. Installing the software on everything but the Apple Watch is easy as you can back up your device and restore it to iOS 12 if things go south but Watch OS 6 beta users beware, you cannot downgrade the Watch OS version which is dangerous if you get stuck. It could mean a bricked Apple Watch if you are not careful.

What you want to do is visit this link from the device you want to install the software on. Once there select the beta software for the device you want. Install iPad OS 13 on your iPad, iOS 13 on your iPhone or Watch OS 6 on your iPhone too in order to send it to your Apple Watch.
A popup will prompt you that it is indeed a beta software so be careful. Once agreed to, your iOS device will ask you if you want to install the profile. Download the iOS 13 Beta profile and tap install about three times to make sure the profile is on your device. It will then ask to reboot and confirm.
Once rebooted, head to Settings > General > Software Update and search for the iOS 13 download which will then download and install on your device. As for the Watch OS 6, head to your Apple Watch app > General > Software Update and begin the installation there.
The download varies from 4-5Gb depending on the device so be patient. Once installed, you will now receive all new iOS 13 Beta updates as they are released which means you could be updating your device every week or so.
