Sony announced this great news on the PlayStation Blog alongside a lengthy questions and answers section so everyone knows exactly how the PSN ID Change feature will work and that it will be available to all PS4 owners.

First off, the first PSN ID change is free and afterwards, it will cost $9.99 while PS Plus members will have to pay $4.99. Local pricing for the PSN ID change usage after the initial free one hasn’t been confirmed at the time of writing, but you are probably looking at around R120 or R60 for PS Plus members. There are, however, some things you should know about the PSN ID change feature. First and most importantly, not all games support this feature. Sony explains that:
We do want to take this opportunity to clarify one point – as a result of the preview program, we’ve found an instance where a game did not fully support the feature, even though it was originally published after April 1, 2018, contrary to what we mentioned in our original announcement. All PS4 games originally published on or after April 1, 2018 have been developed to support the online ID change feature. However, since they have not all been specifically tested with the feature, we cannot guarantee that they will support it.
